GENEVA (AP) -- The World Trade Organization said Monday it would not release its verdict in a dispute between the European Union and Norway over salmon imports as planned, the second time in a month the global commerce body has postponed publication of a decision. The WTO also declined Monday to say when it would make public a ruling on American allegations that Turkey is unfairly restricting imports of U.S. rice. That decision was scheduled for release Aug. 10. Trade officials say the WTO's judgment on the legality of extra EU charges on Norwegian salmon may not be released publicly until November. The charges aimed to combat a sudden surge of cheap imports from the Scandinavian country that the EU says have hurt Scottish and Irish producers. Norway is not a member of the 27-nation bloc. Both sides claimed victory in the dispute when the decision was released confidentially to the parties last month. In the rice dispute, the U.S. says Turkey charges its importers lower tariffs if they buy significant quantities of domestic rice, which unfairly penalizes American rice. The WTO declined to say when the ruling will be released. It was delivered to the parties in July.
